I would imagine that with the superior eyesight of the hawk, that they could easily hunt rabbits and other rodents by the street lights that keep the dark away in Tulsa. Our urban parks are usually well lit at night and we have few streets without lights in town. I know that the rabbits come out at night as I see them all the time at night youth baseball games hopping around the outfield. Right now there are entire streets where the overhead powerlines are literally covered in small birds, shoulder to shoulder for the ful length on every line. Pickings would be pretty easy for a motivated hunter that can exploit the city lights.
